Evaluating the quality of research activities: Investigating into the uniqueness
Today, the research activities of scientists and research organizations is estimated through the informetrical methods (bibliometrics) with absolute and relative indicators based on the number of publications and their citations in scientometric databases. The leading authors and research organizations are given grants and awards, become international laureates, get financial support or other dividends. The authors argue that the method of research activities evaluation influences the authors’ behavior and increases plagiarism, rigged citation and academic dishonesty. The fraud practices misrepresent the estimations of research activities quality and the current status of a discipline and publication activities. The problem is analyzed; simultaneous use of bibliometric methods and most advanced scientific methods of modern methods of defining writing styles is suggested as a solution. The authors emphasize that traditionally libraries are meant to educate, to popularize knowledge and to inform. Today, they have to go into non-traditional functions, i.e. to support linguistic research and to build linguistic corpora. This would prevent manipulations when estimating publication activities with bibliometric methods and would promote academic honesty in academic practices.

Timing approaches toward scientific organization of webinars in libraries
Due to advancing information and communication technologies webinars have become a means of continuing education which demands methodological support and standardization. The authors analyze the methods of labor rating, in particular, timing of technological and organizational processes. The factors of time input for webinar organization are defined: i. e. number of lecturers, including those remote ones, various formats and number of demonstrated materials (presentations, video, audio, texts, links), scenario multitasking (for example, polling, displaying related materials, linking, etc.), simultaneous broadcasting to another videohosting (i.e YouTube). The list of technological processes for webinar organization is presented along with the findings of labor rating as exemplified by the NPLS&T’s experience. The calculations of real time consumed are obtained through the judgment-based method as well as through the continuous timing method. The authors conclude on the rate between real-life and typical timing of webinar organization and the proportion of this time within working hours in NPLS&T.

Dynamics of the demand for the union Internet-catalog of books and periodicals in the collections of the RAS LNS Centralized Library System
The organization principles and retrieval functionalities of RAS LNS Centralized Library System union Internet-catalog of books and periodicals are examined. The catalog embraces every publication centrally acquired into the collections of over 50 RAS research institutions within RAS LNS Centralized Library System. The catalog entries are generated within “Bibliobus” integrated library system designed by RAS LNS professionals. Unlike other Internet-catalogs oriented toward the search logic of the traditional catalogs, the RAS LNS catalog enables to process practically unlimited range of queries embracing any elements of bibliographic entries and subject headings linked with Boolean operators “AND”, “OR”, “AND NOT”. Adding complexity of the search interface was chosen to minimize noise. To define whether the clients use the advanced search functionality and how often they do so, the analysis of demand was accomplished. The comparative qualitative and quantitative analysis data characterizes the demand for two periods: the first after 9 months of operation started in the mid-2016; the second - in 2018 for the following 18 months of operation. Main use indicators are compared and their dynamics is discussed.

Databases of information agencies for journalists and analysts. (Analytical characterization)
Using databases simplifies significantly the preparation of journalistic and analytical materials and complements online information search and verification practice. Introducing databases into everyday work of the mass-media results in the rise of the “data-driven journalism”. The authors analyze in brief the most popular foreign and Russian databases being maintained by news agencies (Bloomberg, Dow Jones Risk and Compliance, Interfax, ITAR-TASS) and by other information services (LexisNexis, Integrum, Kartoteka, Factiva, Dun & Bradstreet). Their history is discussed; they are defined by types and classified according to their content and access method (open/closed). In several cases, the database management system specifications are provided. Scenarios for use are given for journalists and analysts, for the latter the practical use is exemplified. Based on the classification they are suggesting, the authors compares the pros and drawbacks in using databases by news agencies (closed information systems) and Internet-based information retrieval systems (open systems) in journalism and analytics.

Archive of the Karatygin family: professional publications and handwritten materials
The authors draw attention of the professional community to the professional experience of the Karatygin family with the documents covering one hundred years of Russian sci-tech and special libraries. The quantitative data on professional publications and manuscripts by the Karatygins family donated to the Russian State Library are given. The Karatygins archive is the most significant collection acquired by the RSL specialized department in the recent years. It has compiled everything related to the development of sci-tech and special libraries, from general regulative documents, stenographs and All-Union conferences minutes, typical provisions and library rules to the reports of real regional special libraries. Research papers, statistical and methodological materials, learning programs, lectures and other documents are also included. The archive is of interest to researchers investigating into the history of special and sci-tech libraries, and the personal contribution of Fedor and Tatiana Karatygin into the development of sci-tech libraries and the library education in the country.

A scientist, pedagogue, innovator. To the jubilee of Yury Stolyarov
The author speculates on the life, scientific, pedagogic and social activities of Russian prominent library scientist Yury Nikolaevich Stolyarov and his contribution into the library studies. His publications embrace the problems of library collections development, general library studies, library profession and education, documentology, document resources, document communication, book culture, theory of information, library ethics, bibliopsychology by Nikolas Rubakin, information resources, efficiency of library activities, methodology, library statistics, bibliography, history of librarianship, etc. The key works by Stolyarov are listed. The importance of several works by Stolyarov is revealed: “Library: The structural and functional approach”, “The evolution of library collections studies”, ”The origins of book culture”, textbooks and learning aids in library collections studies, etc. Yury Stolyarov’s childhood years and environment, stages of his professional career, his work for Kaluga Regional Library, army service, work for Moscow State Institute of Culture and job positions, engagement in dissertation boards and IFLA activities are discussed. His pedagogical and social activities are characterized, awards are mentioned, too.

Yury Stolyarov’s contribution into the library collections studies
The historical origins of library collections studies as an academic discipline are examined; their cognitive content and prospects are characterized. Natural interrelations of library science and library collection studies are substantiated. The subject of the library collection studies and their methodological approaches, i. e. historical, system, structural, functional, structural-functional, cultural, information, communicative, etc., are discussed. The author focuses on the dynamics, continuity, traditions in the discipline, the scholarship ideals and standards. The ethical character of the library collection studies is emphasized; the ethical problems being faced on every stage of collection development, organization and management are envisioned. Special attention is given to Prof. Stolyarov’s academic activities: he is rightfully considered to be a founder of the academic discipline “Library collection development studies” in its modern status. Yury Stolyarov’s academic contribution is analyzed in its epistemological, pragmatist, praxeological, and institutional aspects. The author argue that the scientist leads in setting up acute research problems, defining adequate mechanisms for theoretical and methodological solutions and searching ways to implement research findings into library and information practice.

New achievements in academic performance. (On the 80-th anniversary of Yury Stolyarov)
Based on bibliometric analysis, the flow of publications by Yury Stolyarov in 2013-2018 is examined. The flow volume is determined with standard criteria; its typical, genre, semantic, geographical organization and corporation structure, Hirsch index citation rate are given. Review authorship for Stolyarov’s works is characterized: his contribution into the development of theory and methodology of general and special library studies (mainly library collection studies, documentology, book studies), gain of knowledge in these disciplines is evaluated. Thematic character of his personalia papers dedicated to over 20 figures of book industries and library science is discussed. Rubakiniana dedicated to the 155-th anniversary of the encyclopedist, educator and father of bibliopsychology hold a special place in Y. Stolyarov’s work. The authors argue that high rates and reviews of Stolyarov’s works, geographic scope of publications (by journals, digests, and the publishers’ in Russian regions and worldwide), as well as the increasing number of doctoral dissertations passed under his scientific supervision prove Stolyarov’s authority and the demand for his ideas.

Paul Otlet and Nikolas Rubakin: Creative commonwealth
On the occasion of 150-th anniversary of Paul Otlet, a prominent documentologist and foreteller of the Internet (1868-1944, Belgium), the author tracks his contacts with another prominent figure, Nikolas Rubakin (1862-1946), Russian founder of bibliopsychology, library scientist, bibliographer, publisher, the author of a dozen of popular books. Paul Otlet took part in creating the Institute of Bibliopsychology headed by N. Rubakin, and Rubakin, in his turn, contributed to the preservation of multimillion collection of bibliographic cards and books that made the major document resource of the International Bibliographic Institute established and headed by P. Otlet. The author demonstrates their shared understanding of the key concepts related to the document and the book, bibliopsychology, propagandology, ideas of the fair world order. For the first time, Rubakin’s response to the last Otlet’s monograph («Monde: essai d’universalisme: connaissance du monde, sentiment du monde, action organisée et plan du monde») (1935) is discussed. The article is based mainly on archival materials; some fact data are published for the first time ever.

Training library staff in the Republic of Cameroon
Negative trends in the system of library education in the Republic of Cameroon and their the exterior and intrinsic factors are examined. Among the exterior factors are: the low economic development of the country and the labor market; lack of efficient standards and laws and state regulation of education, culture and library activities; low literacy and education level; undeveloped information culture; severe natural and climatic conditions. Insufficient standard, regulation, methodological, staff and logistical support of library education, insufficient application of modern pedagogical and information and communication technologies of education make the intrinsic factors. The author also emphasizes that the exterior and intrinsic factors are interrelated and interdependent: developed information and communication technologies, finances and logistics of library professional education always depend on the country’s economic development, and library education legislation depends on the national policy for libraries and education, and this is true for the Republic of Cameroon. Until the negative factors are eliminated, the level of professional training of librarians and their professional motivation will remain low.
