The Conference will address the current status and prospects for information, computer and Internet-based technologies in libraries; will discuss federal projects and programs of the Ministry of Science and Higher Education of the Russian Federation and Ministry of Culture of the Russian Federation; cover innovations in education technologies; touch upon legal aspects of libraries and information providers operation; focus on e-libraries, digital information resources, and many other issues.
The Conference professional program will comprise invited talks and keynote papers, specialized workshops, master classes, and discussion groups.
The Conference will be supplemented by Exhibition covering the following subjects: modern computer and Internet-based technologies in information and library practice, digital information and digital resources, publications, library equipment and materials, education technologies, in particular, those for secondary schools, and other related areas.
Conference participants may take advantage of the social and cultural program including:
- guided tour
- concert or musical show
- intellectual show “What? Where? When? in Library, Information and Publishing Space”: 2023 Winter Games
- informal party with a musical program on the occasion of the Conference closing.
Participation fee depends on the room category and includes: accommodation, three meals a day (FB), participation in the professional program and Conference opening and closing events, information materials, participation in social program, transfer from Vladimir to Suzdal and back on the official days of arrival and departure (November 19 and 24).

Exhibition stand rental fee is 20,000 RUB
The call for papers and communications closes on November 1, 2023. Please submit your proposal by emailing it to your regional coordinator. The submission must include the title of your paper, abstract, full name of the presenter, his/her job title, and full name of his/her organization.
The Organizing Committee seeks original research and application-oriented papers, not previously presented elsewhere, which make contribution to the Conference subject scope.
The Organizing Committee reserves the right of final decision on paper inclusion into the program, its presentation status, and section it is to be delivered at. Declined papers shall not be reviewed or returned.
Following the Conference, the Organizing Committee will publish the digital Proceedings. The Proceeding will be assigned the ISBN. Every paper in the Proceedings will be assigned RSCI, UDC and DOI numbers and supplied with an abstract in Russian/English and information on the author. The Proceedings will be available as open access web-publication through the RNPLS&T www-site, eLibrary.ru (science electronic library), and indexed in the Russian Index of Scientific Citation “RINTS” database, and Crossref. The papers will be published as submitted.
The Proceedings will comprise only the papers submitted by full Conference participants.
For the paper to be included into the Proceedings please send the full text to your regional coordinator no later than on December 2, 2023.
