The Twenty Third International Conference and Exhibition «LIBCOM-2019»: «Information technologies, computer systems and publications for libraries” was held in Suzdal, Vladimir Region, on November 18022. This year the main focus of the Conference were lively discussions and round tables for the participant to speak on relevant problems of the library professional community as well as on the national projects “Science” and “Culture”. Traditionally, professional sections, lectures, workshops and master classes were also on the schedule.

At the Conference opening ceremony the participants were welcomed by Yakov L. Shrayberg, Chairman of «LIBCOM-2019» Conference Organizing Committee, RNPLS&T Academic Advisor; Natalya G. Denishchenko, Head of Library Department, the RF Ministry of Culture Department for Information and Digital Development, who read the greeting letter by Olga S. Yarilova, Deputy Minister of Culture; Oleg N. Afonin, Head of Research Infrastructure Coordination and Support, Science Information Support and Science Openness Department, the RF Ministry of Science and Education Department for State Science, Sci-tech and Innovative Policy who read the greeting by Grigory V. Trubnikov, First Deputy Minister of Science and Higher Education of the Russian Federation; Valery N. Protasov, Director of Rybnoye (Ryazan Region) Orphan Boarding School; Dmitry V. Travnikov, Head of State Services Department, Federal Service for Intellectual Property (Rospatent), who greeted the Conference on behalf of Grigory P. Ivliev, Rospatent Head; Olga V. Demina also speaking on behalf of Alisa M. Biryukova, Director of Vladimir Region Department of Culture.

Upon the ceremony of Conference opening, the Plenary Session was held under the chairmanship of Yakov L. Shrayberg, Vadim V. Duda, Director General of Russian State Library, and Mikhail L. Levitsky, Academic Secretary, Philosophy, Education and Theoretical Pedagogy Division of the Russian Education Academy. The paper “The main vectors in the world information and library infrastructure” delivered by Yakov. L. Shrayberg opened the Session.

In his speech, Yakov L. Shrayberg, specified and compared the trends in the world library community and global trends, in particular, transition to digital economics, open access and open science, the Big Data, cloud technologies, GRID computing, blockchain, etc.

Vadim V. Duda, presented his paper "From egosystems to ecosystems". He emphasized that the libraries had to establish stable associations with every component accomplishing its own task and supporting the others. Such a structure would enable libraries to achieve national priority goals and to develop collective management and collective responsibility.

At the Plenary Session the issues of professional education training in library and information activities, science and research assessment methods, and updating school education standards were also discussed.

The ceremonial presentation of the Agreement of Cooperation between the Russian State Library and Russian National Public Library for Science and Technology was held afterwards. The Agreement had been signed earlier, on October 22, 2019, by Vadim V. Duda, RSL Director General, and Yakov L. Shrayberg, RNPLS&T Director General.

The Agreement is to intensify integration between the federal major libraries and facilitate cooperation in education, research and culture, to exploit professional, research and education, innovative and project potential. The main directions of joint activities were chosen: organization of joint scholarly and educational events and conferences (“Crimea” Forum, “LIBCOM” Conference), development of the federal information system «National Electronic Subscription», projecting and implementing joint professional programs, etc.

The Conference Central Discussion Site was the topical one: “Five years of the Project ‘National and Centralized Subscription to International indexed databases and full-text resources’”. The participants discussed the historical aspects, the current status and development options. The keynote paper “National and Centralized subscription — the history and present, problems and achievements” was delivered by Galina Evstigneeva, Director of the Center for Library Collection Generation and Preservation, Russian National Public Library for Science and Technology. The officers of many companies and publishers’ participating in the subscription project, also spoke at the discussion site. The hot discussion concluded the sessions, and the participants expressed their wishes for the future of the project.

The «LIBCOM-2019» Conference was unconventional in many ways. Beside lively discussion on almost every issue, it gave some feeling of monumentality and stability. It was due to the attendance of the most prominent scholars in the field: Prof. Arkady V. Sokolov, Ph. D. in Pedagogy; Rujero S. Gilyarevsky, Head of Research Studies Division, All-Russia Institute of Sci-Tech Information (VINITI); and Boris V. Lensky, Ph. D. (Philosophy), Professor, Higher School of Printing and Media Industry of Moscow Polytechnic University, Chief Researcher of RAS NAUKA Scientific and Publishing Center. The professors delivered open lectures, participated in several discussions, and Rujero S. Gilyarevsky who had recently turned 90, accepted the greetings by the Conference Organizing Committee, and a musical gift.

For the first time, within the framework of «LIBCOM-2019» Conference the school discussion site “Ecological Education for Russia’s Sustainable Development” was held at the Secondary School No. 1, Suzdal; the lecture “Environmental protection in the old books” was delivered to the students “The Ecological Kaleidoscope” quiz and the master class in information search in science citation databases were held. The program organizers were: Russian National Public Library for Science and Technology, V, I. Vernadsky Non-Governmental Ecological Foundation and “The Librarys in School” journal.

The Conference «LIBCOM-2019» was attended by 325 participants from 8 countries. Every participant had the chance to win 100% or 50% discount for participation in the Sixth World Professional Forum «Crimea-2020», to be held in Sudak in June, 2020. The certificates were awarded to the winners at the conclusion plenary session.

The International Conference and Exhibition «LIBCOM»: «Information technologies, computer systems and publications for libraries” is held since 1997. The Russian National Public Library for Science and Technology acts as an initiator and main Conference organizer. Traditionally, the Conference is sponsored by the Ministry of Science and Higher Education of the Russian Federation, Ministry of Culture of the Russian Federation, International Association of Users and Developers of Electronic Libraries and New Information Technologies (ELNIT Association), Federal Agency for Press and Mass Media, National Library Association “Libraries of the Future”. The Conference is attended by top managers and experts of institutions of culture, education and science, publishers and booksellers, IT-experts, etc.
