About LIBCOM Conference
The International Conference “Information Technologies, Computer Systems and Publication for Libraries” (LIBCOM) is held annually since 1997. In 2014, it is for the second time that the Conference is held outside Moscow Region, in the town of Suzdal, Vladimir Region. Earlier the Conference was held in Moscow, Russian National Public Library for Science and Technology (1997-2000), and since 2001, in several Moscow Region holiday hotels.
Russian National Public Library for Science and Technology is the Conference permanent main organizer.
Ministry of Education and Science of the Russian Federation, Ministry of Culture of the Russian Federation, Russian Foundation for Basic Research, International Association of Users and Developers of Electronic Libraries and New Information Technologies (International Association (ELNIT), other research and education institutions are among Conference co-organizers.
Professor Yakov Shrayberg, Ph.D. (Engineering), Russian National Public Library for Science and Technology Director general, is the Chairman of the Conference Permanent Organizing Committee.
Every year, top leaders and experts of the CIS major libraries, library and information professionals, professors and education specialists, publishers, booksellers, scholars, artists, leading world database producers attend this forum.
The whole spectrum of problems in information services experienced by various institutions – from libraries and universities to publishers’ and book stores – is discussed. Improvement of information services provided to population through application of modern computer technologies is one of the conference abiding themes. Practical training and master classes are also among the Conference features.
Nationwide programs in the area of information policy, science and education information support are in the focus of the Conference.
Within the Conference framework, the Exhibition “Information technologies, computer systems and publications for libraries” is held. Exhibitors are large libraries, companies and publishing houses.

- computerized library and information technologies and software
- high-speed equipment for libraries and archives, scanners and microfilmers
- book furniture, shelf storage systems for libraries, archives, and museums.
Since 2010, the Conference format has been changed completely: Professional program embraces mostly discussion sites, master classes, specialized workshops and task groups.
This year, within the professional program, the Ministry of Education and Science of the Russian Federation will held special sessions on the number of Federal key projects in information sphere:
- “The Map of Russian Science”
- Russian Scholarly Periodicals Support Program
- Information system of access to e-catalogs of full-text resources of libraries in education and science (EKBSON IS)
- National subscription to international citation indices
- National subscription to international full-text databases.
Besides, the topical workshop on development and application of bibliometric and scientometric techniques, including Russian scholars publication activity evaluation methods, will take place,
The Ministry of Culture of the Russian Federation is also planning for its special events within the Conference program on the following problems:
- New version of the Law “On Culture in the Russian Federation”
- NEL status and prospects
- “Model standard of public libraries activities”, final version.
We expect ministerial representatives to these events.
